# French Language Path — Situation Assessment & Action Plan

**Goal:** Help Karuna progress from **A2 → B1 → B2 → C1** in French, with a realistic financial and administrative plan.

**Last updated:** May 2026
**Next critical date:** **Tuesday** — France Travail reinstatement appointment

---

## 1. Background

| Item | Detail |
|------|--------|
| Origin | Nepal |
| Time in France | ~7 years |
| Current level | **A2** (achieved via OFII-affiliated school in Drancy, ~2 years) |
| Current city | **Colmar** (Alsace) |
| Titre de séjour | Granted (confirmation letter in hand); physical card pending |
| Employment history | ~1 year as *femme de ménage* in a hotel |
| Unemployment | Left job ~1 year ago (May 2025 area) |

### Why Colmar is a bottleneck

After moving from Drancy to Colmar, there are **no local schools** that can take her from A2 to B1/B2. The nearest viable option for structured intensive French is **Strasbourg** (Alliance Française and similar).

### Why she left her job

- Unpaid overtime
- Schedules of **12–14 consecutive work days**
- Quit ~1 year ago; registered with Pôle Emploi / France Travail afterward

---

## 2. France Travail — Current Status & History

### What happened

1. **First attempt:** France Travail (formerly Pôle Emploi) was largely unresponsive — no money, no regular meetings.
2. **Annexe 2:** After 3 months of active job search without finding work, she became eligible to claim **chômage** via the annexe 2 procedure (proof of active job search).
3. **Bad counselor interaction (Colmar):** During annexe 2 filing, a counselor dismissed the idea that learning French and working simultaneously is difficult, and made an inappropriate comparison about learning Nepali in Nepal. This stalled progress on the form.
4. **Radiation:** France Travail **radiated** (removed) her from the system because visa proof was deemed insufficient — you submitted a government email about fingerprint appointment, not the titre itself.
5. **Form stalled:** Annexe 2 has **not been completed since September 2025** (now May 2026) — partly due to the above interaction.

### What you have now (stronger position)

- **Letter confirming titre de séjour was granted** — this is proper administrative proof, unlike the fingerprint email alone.
- Reinstatement call done; **in-person appointment scheduled for Tuesday**.

### Tuesday checklist

Bring everything in a folder, originals + copies:

- [ ] Annexe 2 form (complete it before going if possible — ask them if the September draft is still usable)
- [ ] Letter confirming **granted** titre de séjour
- [ ] Any physical titre de séjour card if it has arrived by then
- [ ] Proof of active job search (Pôle Emploi / Indeed applications, registered mail, responses)
- [ ] Timeline of radiation + explanation of document delay
- [ ] **Written request** for a meeting with her **conseiller(ère)** to discuss:
  - Reinstatement
  - Backdated or current **ARE (chômage)** if eligible
  - **Financing for Alliance Française** intensive course (**920 €/month** — verified [Qualité FLE](https://www.qualitefle.fr/centre/alliance-francaise-strasbourg-europe-ecole-de-francais-langue-etrangere))
  - Alternative formations they may propose (compare quality and level outcomes)

### Realistic expectations for Tuesday

| Outcome | Likelihood | Notes |
|---------|------------|-------|
| Reinstatement with titre letter | **High** | You now have the right document |
| Immediate ARE payments | **Uncertain** | She **quit** (démission) — not automatic. See démission section below |
| AF course fully funded | **Uncertain** | Often partial funding or redirect to another organisme |
| Back pay for months without benefits | **Possible but slow** | May require appeals; document everything |

**Important:** If the counselor is the same person who was hostile, you can **request a different conseiller** — this is your right. Stay factual, bring a written list of requests, and ask for decisions **in writing** (email or attestation).

### Critical: démission and ARE eligibility

Karuna **quit** her hotel job (~1 year ago). Voluntary resignation does **not** automatically open ARE rights.

| Path | Requirement |
|------|-------------|
| **Démission légitime** | Unpaid wages (including overtime) + **prud'hommes référé ordonnance** ordering employer to pay ([Service Public F89](https://www.service-public.gouv.fr/particuliers/vosdroits/F89)) |
| **Réexamen after 121 days** | ~4 months of unindemnised unemployment + active job search proof — she may qualify now given ~1 year since quit ([Ministère Travail](https://travail-emploi.gouv.fr/le-droit-aux-allocations-chomage-du-salarie-demissionnaire)) |

The annexe 2 procedure you started is tied to proving active job search — ask Tuesday whether the September draft is still valid and whether **réexamen** applies.

| Item | Price |
|------|-------|
| Intensive 1 month (80h) | **920 €** |
| 3-month bundle (7% off) | **2 566,80 €** (~856 €/mo) |
| 6-month bundle (10% off) | **4 968 €** |
| Registration fee | **65 €/year** |

### Course structure

| Stage | Duration | Cost/month | Train (if commuting) | Total/month |
|-------|----------|------------|----------------------|-------------|
| A2 → B1 | ~3 months | 920 € (or ~856 € bundle) | 300 € | **~1 710 €** |
| B1 → B2 | ~3 months | 920 € | 300 € | **~1 710 €** |
| B2 → C1 | ~3 months | 920 € | 300 € | **~1 710 €** |
| **Full A2 → C1** | **~9 months** | | | **~8 000 €+ course alone** |

### Cheaper alternative — UPE Alsace

| Item | Detail |
|------|--------|
| Course | A2/B1 intensive — **300 €** for 42h |
| Schedule | 9h–12h Mon–Fri · starts **29 June 2026** |
| Location | 1 Quai Koch, Strasbourg |
| Source | [UPE Alsace ES504](https://www.upe-alsace.fr/activites/langues-es504-francais-langue-etrangere-objectif-a2b1-a2-elementaires-b1-pre-intermediaires-1-28883.html) |

Less intensive than AF — useful if France Travail redirects or budget is tight.

### Schedule (confirmed online)

- Intensive classes: **9h00 – 13h00** Mon–Fri · 80h/month · 4-week sessions year-round
- Register **5 business days before** session start (placement test + payment + dossier)
- France Travail: AF can provide **devis** for conseiller · CPF eligible
- DELF B1 exam: **180 €** (valid for naturalisation dossier)

### June intake

Getting on the **June roster** would be ideal but depends on:

1. France Travail reinstatement + funding decision (days to weeks)
2. AF registration deadlines and placement test
3. Whether you can self-fund 1 month as a bridge

**Do not commit to June until Tuesday's outcome is clear** — but you can call AF Monday/Tuesday to ask about June deadline and hold a placement test slot.

## 4. Financial Snapshot

### Your income

| Item | Amount |
|------|--------|
| Gross salary | **4 200 €/month** |
| Estimated net (single earner, approximate) | **~3 100 – 3 300 €/month** |

*Exact net depends on tax bracket, any credits, and household composition.*

### Current fixed costs (Colmar)

| Item | Amount |
|------|--------|
| Rent (Pôle Habitat, St-Marie, 70 m², 3 rooms) | **490 €/month** |
| Train Strasbourg (2 people, if commuting) | **300 €/month** |
| **Baseline without course** | **490 €** |
| **With course + commute** | **~1 710 €/month** for 3–9 months |

### France Travail formation aids (verified)

| Aid | Detail |
|-----|--------|
| **AFC** | Action Formation Conventionnée — can be **zero reste à charge** ([France Travail](https://www.francetravail.fr/candidat/en-formation/mes-aides-financieres/laction-de-formation-conventionn.html)) |
| **Aide à mobilité** | If FT-funded training and home **>60 km A/R** — Colmar↔Strasbourg ≈ **132 km** ([France Travail](https://www.francetravail.fr/candidat/en-formation/les-dispositifs/jentre-en-formation---laide-au-d.html)) |

### Can you afford ~1 710 €/month out of pocket?

| Scenario | Monthly pressure | Verdict |
|----------|------------------|---------|
| 3 months (A2→B1 only), no FT help | ~1 710 € fixed + living costs | **Tight but possible** for 3 months if no major surprises |
| 9 months (A2→C1), no FT help | ~1 710 € × 9 = **~15 400 €** course+train alone | **Not sustainable** on one salary without debt or savings |
| 3 months with partial FT funding | Depends on co-payment | **Much more realistic** |

**Bottom line:** Self-funding **3 months** for B1 is a stretch but doable as a worst case. Self-funding the **full 9 months to C1** is not realistic without France Travail or another funder — and that's okay. **B1 first, then reassess.**

## 5. Option A — Stay in Colmar, Commute to Strasbourg

### How it works

- Wife (and optionally you) take the train Colmar ↔ Strasbourg daily for AF classes
- You work remotely from a café, library, or coworking space in Strasbourg mornings
- Lunch together at 13h00, return to Colmar

### Pros

- Keep **490 €** social housing rent — best financial anchor
- No moving costs
- Familiar home base

### Cons

- **300 €/month** train for two people
- **~1h each way** — energy drain for her (and you if you go daily)
- Two hours/day on trains adds up over 3–9 months
- Colmar France Travail experience was negative; counselor relationship may not improve

### Monthly cost comparison (during 3-month B1 course)

| Line item | Cost |
|-----------|------|
| Rent | 490 € |
| AF course | 920 € |
| Train (×2) | 300 € |
| **Total housing + education + transport** | **~1 710 €** |

---

## 6. Option B — Move to Strasbourg

### How it works

- Relocate to Strasbourg (Krutenau, centre, or near AF / train for your remote work)
- Wife walks or takes short transit to AF
- You work from home or a local coworking space
- Eliminate daily Colmar–Strasbourg commute

### Pros

- **No 300 €/month train** (or much less if occasional returns to Colmar)
- Full immersion — faster French progress outside class
- Wife **wants** Strasbourg — motivation matters
- Better job market for her post-B1
- Potentially better France Travail office / different counselor
- You can still do remote dev work anywhere

### Cons

- Rent: **850 – 1 000 €/month** vs 490 € today → **+360 to +510 €/month**
- **Moving costs:** truck, deposit, agency fees, overlap rent — budget **1 500 – 3 000 €** one-time
- Lose Colmar social housing (hard to get back)
- Must give proper notice on Pôle Habitat lease

### Monthly cost comparison (during 3-month B1 course, Strasbourg)

| Line item | Cost |
|-----------|------|
| Rent (estimate) | 925 € (mid-range) |
| AF course | 920 € |
| Train | 0 – 50 € |
| **Total housing + education + transport** | **~1 845 – 1 895 €** |

### Colmar commute vs Strasbourg move — side by side

| | **Colmar + commute** | **Move to Strasbourg** |
|--|----------------------|------------------------|
| Rent | 490 € | ~925 € |
| Train | 300 € | ~0 € |
| AF course | 920 € | 920 € |
| **Monthly total** | **~1 710 €** | **~1 845 €** |
| Difference | — | **~135 €/month more** |
| Daily commute | ~2h × 2 round trips | Local |
| Immersion | Low | High |
| Wife's preference | Neutral | **Wants this** |
| One-time cost | 0 | 1 500 – 3 000 € move |

**Surprising insight:** Moving to Strasbourg costs only **~135 €/month more** than commuting during the course — not 510 € more — because you eliminate the 300 € train. The real cost of moving is the **one-time move** and **permanently higher rent** after courses end.

## 7. Recommended Strategy (Phased)

### Phase 0 — This week (before / on Tuesday)

1. **Tuesday: France Travail** — reinstate, submit annexe 2, request counselor meeting, ask about AF funding in writing.
2. **Call Alliance Française Strasbourg** — confirm June intake deadline, price, schedule (9h–13h?), placement test date.
3. **Request different counselor** if the hostile one is assigned again.
4. **Gather job search proof** for annexe 2 (emails, application confirmations, France Travail history).

### Phase 1 — B1 only (next 3 months)

**Target:** A2 → B1 via AF intensive.

**Funding priority order:**

1. France Travail / Région Grand Est formation budget (full or partial)
2. Partial FT funding + your co-payment
3. Self-fund 1 month bridge only if FT approval is pending (avoid 3 months blind)

**Location decision rule:**

| If… | Then… |
|-----|-------|
| FT funds course + you stay in Colmar | Commute is fine for 3 months |
| FT funds course + wife strongly wants Strasbourg | **Move makes sense** — only ~135 €/month more than commute |
| No FT funding | Self-fund B1 only (3 months max), stay in Colmar to protect rent |
| FT offers equivalent formation in Colmar/Elsass | Compare level outcome before refusing |

**Do not start 9-month planning yet.** Secure B1 first.

### Phase 2 — Reassess after B1 (month 4)

- Has she reached B1 on AF's assessment?
- Is she job-ready or need B2 for target jobs?
- France Travail status: still covered? New formation possible?
- Stay in Strasbourg or return to Colmar social housing? (likely can't return)

### Phase 3 — B2 and C1 (months 4–9+, only if funded or employed)

- C1 from A2 in 9 straight months is ambitious; many learners need **12–18 months** total
- B2 is often the practical target for skilled employment
- C1 matters for certain professions, nationality paths, or confidence — revisit when B1 is done

## 8. Your Role & ADHD-Friendly Structure

You earn well but flagged **ADHD + difficulty with finance and long-term planning**. This plan is designed to reduce cognitive load:

### Simple rules (don't negotiate these mid-month)

1. **One decision at a time:** Tuesday outcome → then June AF → then move vs commute. Not all at once.
2. **Hard spending cap:** Without FT funding, max **2 566,80 € + 65 € reg** for 3-month B1 bundle (+ rent; avoid 9-month self-fund).
3. **One spreadsheet, 5 lines:** Date | Expense | Amount | Paid? | Notes
4. **Weekly 15-min check-in** (Sunday): What's due this week? Any France Travail mail?

### Your Strasbourg co-work plan

Viable if:

- You have reliable mobile data / coworking Wi-Fi
- Client tickets don't require being on-call at exact Colmar hours
- You batch deep work 9h–13h and accept reduced afternoon focus after lunch

Consider a **fixed coworking membership** in Strasbourg (~100–150 €/month) vs hopping cafés — less ADHD friction, one decision.

---

## 9. Risks & Mitigations

| Risk | Impact | Mitigation |
|------|--------|------------|
| Annexe 2 rejected (Sept gap) | No backdated chômage | Bring proof of why it stalled; escalate to directeur; médiateur France Travail |
| Same hostile counselor | Stalled funding | Request reassignment in writing |
| June intake missed | 3-month delay | Ask AF about July session; don't panic |
| Self-fund 9 months | Financial crisis | **Don't.** Phase to B1 only |
| Move without FT clarity | Higher rent locked in | Only move if wife's wellbeing + immersion justify; run 6-month budget first |
| Titre card still delayed | Admin friction | Grant letter + reinstatement; follow préfecture |
| Racism in local services | Demoralization | Document incidents; request different agent; contact **Défenseur des droits** if pattern continues |

---

## 10. Open Questions to Resolve

- [ ] Exact **June registration deadline** at AF Strasbourg?
- [ ] Is annexe 2 from September still valid or must it be redone?
- [ ] Eligibility for **ARE back payments** from radiation period?
- [ ] Does Grand Est / France Travail fund **Alliance Française** specifically or only approved centres?
- [ ] Notice period and costs to leave **Pôle Habitat** Colmar?
- [ ] Physical titre de séjour arrival date?
- [ ] Alternative formations in **Strasbourg** (GRETA, université, CROUS) — same level outcome, lower cost?

---

## 11. Summary Verdict

| Question | Answer |
|----------|--------|
| Is the overall plan sound? | **Yes**, with phasing — B1 first, not 9 months upfront |
| Can you afford 1 200 €/month for 9 months alone? | **No** — realistic monthly with course is **~1 710 €**; need France Travail or partial funding |
| Can you afford 3 months B1 if FT fails? | **Tight yes** if you stay in Colmar (490 rent, no move costs) |
| Is moving to Strasbourg worth it? | **Probably yes** during study — only ~135 €/month more than commuting, plus immersion and wife's motivation |
| What matters most this week? | **Tuesday France Travail** — everything else waits on that |
| June AF intake? | **Possible** if Tuesday goes well and AF has slots — call them immediately |
